The short answer is that the two channels do different jobs. Facebook creates demand by putting your offer in front of people who were not looking for you. Google captures demand from people who are already searching. Most established contractors need both eventually.
If you have to pick one to start, start with Facebook for most home service work. The targeting is more precise for a service area, the creative does more of the persuading, and the cost per lead is usually lower while you are still learning what your buyers respond to.
Google becomes more valuable once you know which services and which towns produce. At that point you can bid on the searches that already match the work you want, which is a much more efficient use of budget than bidding blind.
